Just 10 registered voters can require the select board to put an article on the annual town meeting warrant.

For a special town meeting it takes 100 voters (or 10%, whichever is less); 200 voters (or 20%) can compel the select board to call a special town meeting within 45 days (M.G.L. c.39 s.10).

Residents can put a nonbinding advisory question on their town election ballot by petition.

Start with 10 voters petitioning the governing body; if it does not approve at least 90 days before the election, a petition of 10% of registered voters (minimum 20) filed with the registrars places it on the ballot (M.G.L. c.53 s.18A), unless a town charter sets another procedure.

Under the Open Meeting Law, a local board must post notice of every meeting at least 48 hours ahead (not counting weekends and legal holidays), listing the topics the chair expects to discuss.
