The wording voters see on statewide ballot questions is written by elected officials — the Attorney General writes the summary, and the AG and Secretary of State jointly write the title and yes/no statements.

Under M.G.L. c.54 s.53, any 50 voters may petition the Supreme Judicial Court within 20 days of publication to force an amendment if a title or statement is false, misleading or inconsistent with the law.
